Stormwater Drainage Fee

Effective October 15, 2025, the Town of Northlake has implemented a monthly stormwater drainage fee to provide a dedicated and sustainable funding source for stomrwater management and regulatory compliance.

This fee supports the Town's efforts to meet state and federal requirements established by the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA). Funds generated by the fee are reinvested into drainage infrastructure, compliance activities, and system improvements throughout Northlake.

How Commercial and Non-Residential Fees Are Calculated

To maintain equity in billing, commercial and non-residential properties are charged based on the amount of impervious surface (such as roofs, parking lots, and driveways) on the property.

The fee is determined using the following formula:

Monthly Fee = Residential Flat Rate x (Impervious Area/ Equivalent Residential Unit)

The Equivalent Residential Unit (ERU) represents the median residential impervious area in Northlake, which is 5,000 square feet.

Example:

If a commercial property has 25,000 square feet of impervious area:

$5.00 x (25,000/5,000) = $25.00 monthly fee

Why This Fee Was Established

  • Provides a dedicated funding source for stormwater infrastructure and compliance
  • Reduces reliance on property tax revenues
  • Supports required drainage studies, street sweeping, and system maintenance
  • Helps the Town comply with environmental mandates and protect local water quality

When is payment for services due?

Water and sewer services are provided to a variety of neighborhoods throughout Northlake (see the chart below). 

Payment of charges for water and sewer services are due by 5:00 PM on the 15th of each month, unless it is a weekend or holiday. If the 15th falls on a weekend or holiday, then payment is due by 5:00 PM on the next available business day.

It is strongly encouraged that residents and customers make payment by the due date. The failure to make a payment on time will cause a penalty to be charged to the account and may result in the disconnection of services.

1 Outside City customers pay 1.5 above rates.

2 Multifamily Dwellings served by one master meter will be billed a minimum water charge per unit equal to the 3/4" Residential base rate and will also pay the minimum service charge for wastewater per unit. Residential volumetric charges will apply per unit as normally scheduled on master meter consumption for both water and wastewater services, except that winter averaging will not be applied to Multifamily Dwellings served by one master meter.

3 Monthly residential wastewater usage based on the average water consumption billed in the months of December, January, and February with the interim monthly residential usage set at 8,000 gallons per month until the actual average can be calculated.
