    Please fill out the form below to request a review of your winter average. Please note that, in most cases, the Town will only be able to adjust the winter average on the account if one of the following occurred during the winter average period: 

    • a pool was filled.
    • a leak occurred during the winter average period but was not reported/fixed till after winter averaging was completed.
    • an error with the meter occurred

    **Please note that the Town of Northlake does not adjust winter averages due to the annual and regular need to drip water from faucets during periods of cold and freezing weather. **

  7. File uploads for appeal due to leak

    Please provide as much of the following information as possible demonstrating that you found and repaired a leak on your property.

    1. Any images showing the leak.
    2. Any images, bills, or invoices showing a leak repair was made.
    3. Any reports, bills, or invoices from an irrigation or plumbing specialist showing that a leak was found and repaired on your property.

    Please attach any invoices or bills from a 3rd party showing that the leak has been fixed. 

    Without proof of the leak and its repair, we will be unable to consider your request for a leak adjustment.

  8. Thank you for filling out the winter average appeal form. Our staff will review your appeal and contact you with any questions regarding your submission. Please allow 5-7 business days for our staff to review your appeal. You will be notified of the Town's decision via email. 

  9. Upon completion and submittal of the application you will be returned to the Utility Billing page for the Town of Northlake's website. Please contact Utility Billing with any questions or concerns.
