Notice of Public Hearings - Comprehensive Plan Amendment & Zoning Change (26-CPA00001 & 26PDA00001)
Notice is hereby given that public hearings will be held before the Northlake Planning & Zoning Commission at a meeting to begin at 5:30 pm on Tuesday, February 24, 2026, at Northlake Town Hall, 1500 Commons Circle, Suite 300, Northlake, Texas, and before the Northlake Town Council at a meeting to begin at 5:30 pm on Thursday, March 12, 2026, at Northlake Town Hall, 1500 Commons Circle, Suite 300, Northlake, Texas. The purpose of the hearings is to hear comments for or against a comprehensive plan amendment to change the future land use designation from Industrial Innovation to Suburban Neighborhood and a zoning change to MPD – Mixed-Use Planned Development for an approximately 281-acre tract of land generally located east of FM 156 and south of Downe Road. Approximately 82 acres of the tract is within the Town limits and zoned *AG – Agricultural while the remaining 199 acres is in the Town’s exclusive extraterritorial jurisdiction (ETJ) to be annexed at the same Town Council meeting. Forestar (USA) Real Estate Group, Inc. is the applicant/developer. Arthur Downe, Beverly Pistone, and Gloria Downe are the owners. Case # 26-CPA00001 & 26-PDA00001.
The applicant/developer and property owners are negotiating a Development Agreement (DA) with the Town of Northlake which calls for annexation and development of the subject property with a mix of single-family residential with a range of lot sizes at a max. density of 3 units per gross acre, a limited amount of neighborhood commercial uses, and preservation of open space areas. Prior to action on the planned development zoning, a Comprehensive Plan amendment will be considered to change the future land use designation from Industrial Innovation to Suburban Neighborhood. *Note: Since posting the original notice, the portion of the property within the Town limits was rezoned from RR – Rural Residential to AG – Agricultural as part of a Town-wide base zoning update approved on February 12th. The current zoning designation has been updated in the notice above.
